About UsPhase 1: Initial funding and development for Phase 1 of CEML was largely underwritten through the generosity of Samaritan’s Purse.

On-going operations are a joint effort involving The Angolan Evangelical Alliance, USAID, SIM, Christian Blind Mission International, World Vision Canada, The IT Department Inc., Advancing the Gospel in Angola, Little Trinity Church (Toronto), Exxon-Mobil, and others.

Phases 2 and 3
Plans have been drawn up for two additional phases. These remain on hold until funding becomes available.

Phase 2:  Envisages building: living accommodation for 4 doctors, a 12-bed ICU, a Medical Imaging Department, a 12-bed Obstetrics service with OR, a full ER with 2 minor OR’s, an Endoscopy Suite, an Admin block, and two more 40-bed wards.

Phase 3:  Proposes: a multi-purpose Hall–Auditorium for teaching and chapel purposes, a library, and living accommodation with offices for 6 MD students.

Vision Statement: As a church-related health care institution we seek to provide medical services for an estimated 50% of Angolans who currently have no alternative coverage.

Goals:

  • To develop and maintain high-quality tertiary care.
  • To create partnerships with like-minded health care providers.
  • To develop Public Health and primary care services for our local
    community.
  • To train and retain Angolan professionals and leaders.
  • To research and develop optimal health service initiatives for the
    region.

Dr. Stephen FosterDr. Stephen Foster (FRCSC)
Dr. Foster is the Medical Director and General Director of CEML in the city of Lubango, Angola.

He did his surgical training through the Gallie residency programme in general surgery at the University of Toronto, and has held such positions as:

  • International Traveling Fellow, and Fellow in head and neck surgery and urology at McMaster University.
  • Clinical Associate Professor of Surgery at McMaster University.

Dr. Foster was born in Brantford, Ontario, grew up in Zambia, and spent much of the last 30 years in Angola before returning permanently in 2000. He now divides his time between CEML and the mission hospital at Kalukembe in the interior.
